Subject: The Terrorist Act taken on the U.S. Embassy in Rio de Janiero, Brazil

The Organization of American States (OAS),

Alarmed by the terrorist attacks by the Joya del Oeste cartel upon the United States Embassy in Rio de Janiero, Brazil,

Determining that there exists a breach in peace and security as regards to the terrorist attacks by the Joya del Oeste,

Stressing that the matter be considered a law enforcement issue and not a declaration of aggression by any one state upon another, and thus no unilateral or multilateral infringement on an individual country's state sovereignty should be taken,

Respecting the need for all Governments directly and indirectly involved in the capture and prosecution of those perpetrating and financing the attacks on the U.S. Embassy through following the stated commitments of the Universal Declaration of Human Rights,

1. Condemns the terrorist attacks on the United States Embassy by Joya Del Oeste cartel in Rio de Janiero, Brazil on May 15, 2010;

2. Declares its solidarity that all Governments of the Organization of American States work in conjunction with one another to bring the terrorist cell and all its conspirators to justice to address the deplorable actions taken on the United States Embassy in Rio de Janiero, Brazil;

3. Reaffirms OAS Member States' commitment to adhere to the Universal Declaration of Human Rights in all law enforcement and judicial systems in the process of bringing such deplorable acts to justice.
